我国经过了20多年的改革开放，虽然经济建设成绩令世界瞩目，国家、企业、职工三方观念都在加强，同时民主法制也在逐步落实，但国家经济环境还存在诸多问题，如结构失衡、资本市场不完全性以及社保体系改革继续等问题，都不难发现我国企业年金处于初期阶段。为此，笔者借助了管理学中的SWOT研究法，分析了我国企业年金制度面临的发展机遇、环境挑战、自身优势以及发展不足等因素，找到了我国企业年金寻求突破亟待解决的四大焦点问题：1、明确基本养老制度发展方向；2、出台统一有力的税收优惠政策；3、完善计划类型加强信托模型的发展；4、完善法律体系加强宏观监管。
