第三方物流平台构筑滞后，信息化程度低
根据信息化系统的应用范围与广度，目前的物流行业IT应用系统大致划分为以下几个层次：第一层次是单点应用。针对个别功能的各种软件工具和单点系统的建设。第二层次是流程优化。针对物流企业的个别业务流程或管理职能，实施部门级的信息系统建设。第三层次是综合管理。针对整个企业的综合管理，实施企业级的信息系统建设。第四层次是公共平台。所要解决的问题是整个物流行业的信息化问题，如物流信息的发布与共享，物流行业与其他相关机构的信息交互。这些信息化需求不可能由某一家物流企业单独承担，而应该由外部的服务供应商或政府部门负责满足。这一层次的建设内容主要包括物流公共信息交换平台、全球定位系统、地理信息系统、EDI网络服务中心等。而我国在提供基础信息和公共服务的平台发展缓慢。GPS（全球卫星定位系统）、GIS（地理信息系统）技术服务在大型企业的应用比例为23%，在大型物流企业的应用仅为12.5%，在中小企业基本是空白。基础技术服务应用比例过少，整个行业的整合就相对困难。
据不完全统计数据表明，目前，仅有少数规模较大的物流企业的信息化已经达到第二层次，占中国物流企业总数的18%左右。达到第三层次的物流企业则更少，仅占物流企业总数的5%左右。而上升到第四层次到目前为止还没有，信息化程度低，极大制约我国第三方物流的发展。
