MAURA FOGARTY, CNBC ANCHOR: It is the world`s most populous country, filled with people who say they would prefer to work for foreign companies, and yet multinationals in China are being held back by a talent shortage. A new report from Manpower out today sheds some light on the so-called "China labor paradox." And here to discuss it is David Arkless. He is senior vice president at Manpower.

David, 1.3 billion people in China, all of them want to work for foreign companies, apparently, what is the problem?

DAVID ARKLESS, SENIOR VICE PRESIDENT, MANPOWER: The problem is, too many workers and not enough of the right talent. Seven hundred and fifty million people that are working today in China. But, foreign-owned enterprises, even state-owned enterprises in China can`t attract and retain people with the right domain expertise, leadership skills and management skills.
