第二部分主要对当前我国城市综合执法的现状进行了剖析。重点分析了城市综合执法中存在的问题，如执法的法律依据、执法体制、执法范围和有关的执法监督和救济等情况，进而找出了影响城市综合执法发展所存在的问题。
第三部分是从分析城市综合执法的法律价值，明确城市综合执法应当坚持的自由与公平优先的价值取向，并重点探讨了城市综合执法制度的建设应体现权力法定、正当程序等原则的要求。
第四部分是针对城市综合执法存在的问题，结合国外执法实践的经验，从加强立法、理顺执法体制、强化执法机构的内部管理和建立健全执法监督与救济制度等方面对城市综合执法完善提出的构想。
