楼上说的都不对，都是国内人的英语。我在美国生活十年了，如果按照美国英语的话，地震灾民是victims，受害者的意思。这句话如果是我来翻译就是：

We call for everybody's help to earthquake victims.
We appeal to you: Help earthquake victims.
We appeal to everybody to help earthquake victims.
也可以说成 We appeal to everybody to offer your help to earthquake victims.

We call on all the people to help the refugees.

We call on all the people to help the refugees.

I appeal you to help those displaced person.

We appeal all the peopel to help the refugees.

refugee指的是：在战争、政。治。压。迫。或宗。教。迫。害。的时候为寻求避难而逃出的人。

如果楼主想说的是汶川地震中的难民，displaced person 是最正宗的说法，通常也简写成D.P.
