摘 要
近年来，我国经济快速发展，煤炭需求总量逐渐增加，要求煤炭工业维持较高产出，是造成煤矿超能力开采的宏观直接原因，超能力开采已经成为全国煤炭工业增加产出的主要手段之一，也成为我国煤矿各种事故的重要导火索。各种安全事故的发生，逐渐引起了政府和企业的关心。怎么降低事故的发生，成为现代煤炭行业的热门话题。
该文针对这个话题就南桐煤炭矿业安全监察管理进行具体探讨，首先探讨了中国煤炭安全投入的现状及其成因，然后从客观和主观两个方面详细地剖析了煤矿事故发生的各种原因，找出与南桐煤炭矿业相对应的易发事故原因并提出相应对策。找出此系统的需求，针对这些需求，划分了此系统的主要模块：员工安全管理监控系统，及时隐患排查系统，员工培训系统。在员工安全管理监控系统中，实现了员工考勤记录的统计（人员，时间等）。及时隐患排查系统中，实现系统的及时性（技术实现），使隐患能及时的排查。员工培训系统中，实现员工培训有计划有步骤的开展。
最后在基于Eclipse平台上，使用Oracle数据库进行系统设计。设计完成了南桐矿业安全监察管理系统。同时，该系统顺利通过了测试。在以上研究设计成果的基础上，比较中国其它煤炭矿业，指出此系统的优劣。根据南桐矿业未来安全计划需求，提出了安全保障更高的设计方案。..
