可数名词前用了分数谓语动词用单数还是复数？

这里用英文里的“就近原则”
1 Two thirds of the earth ( is ) covered with water.
2 Two thirds of the students ( are ) girls.

离be动词最近的noun是什么，对应的be动词随它
1 是earth, 2 是students

动词单复数取决于是指什么的几分之几。
Two thirds of the earth ( is ) covered with water.
earth是单数
Two thirds of the students ( are ) girls.
students是复数

大于1的分数 就得用复数动词

可数名词，一个的话，用单，for example:there is a apple
两个以上，用复 for example:there are two apples
