“人才”是企业的资本，也是企业的根本；“人在”是企业的成本，他有转化为资本的可能；“人灾”是企业的沉没成本，永远也不可能得到回报。所以，真正有价值的“以人为本”是以“人才”为本，不是以所有的人为本。为此，企业必须通过建立有效的激励、约束机制，最大化地发挥“人才”的价值；教育、训练“人在”，使之改变态度，增长技能，向“人才”方向发展；同时，坚决地辞退“人灾”，消除影响团队战斗力和企业绩效的不利因素。
