为什么我申请不了icq号

最近我想申请一个icq号，但是在程序上和官网上都没有成功，他也没说申请失败，用程序时要反复输验证码，（我都输了20多次了），在官网上说出现了一个错误，要try again

是不是icq不允许在中国申请号了阿
