Longman字典的解释是(英文版的,看起来容易体会)
[on the edge of something] close to the point at which something different, especially something bad, will happen:
1.Their economy is on the edge of collapse.
2.She is on the edge of despair.

[on the border of]:the official line that separates two countries, states, or areas, or the area close to this line:
1.a market town on the border of England and Wales

前者侧重指程度,后者指方位。

第一个是在什么的边缘
第二个是指在分界处

on the edge of 著重于本体的边缘
on the border of 著重于本体与外体之间,也可指边缘
