第十条 持照人有下列情形之一的，应当暂停其执照，暂停期最短不少于一个月，最长不超过一年：
（一）在地区执照管理部门组织的年度考核或民航总局空管局、地区执照管理部门的技术检查中不合格的；
（二）经认可的体检单位检查，身体条件暂时不符合体检标准的；
（三）违反民用航空法律、法规、规章并造成不包括危险接近在内的其他飞行事故征候的。
暂停持照由持照人单位所在地的地区执照管理部门决定，并向该持照人单位发出通知，通知中应当说明暂停执照的起止时间和原因。
第十一条 暂停执照的恢复按下列规定办理：
（一）因考核或技术检查不合格而被暂停执照的，由其所在单位安排补习和岗位见习。暂停期满后，由该单位所在地的地区执照管理部门安排考核或检查，合格的，可以批准恢复；
（二）因身体不符合体检标准而被暂停执照的；经治疗达到体检标准后，由地区执照管理部门根据认可的体检单位的健康鉴定批准恢复；
（三）因违反民用航空法律、法规、规章并造成不包括危险接近在内的其他飞行事故征候而被暂停执照的，由所在单位组织对其进行教育和技术补课。暂停期满后，由该单位所在地的地区执照管理部门对其进行考核。考核合格后，由地区执照管理部门批准恢复。
第十二条 持照人有下列情形之一的，应当收回其执照：
（一）违反民用航空法律、法规、规章并对造成飞行事故及危险接近负有直接责任的；
（二）在连续三年内因违反民用航空法律、法规、规章，造成两次飞行事故征候的；
（三）经认可的体检单位鉴定，持照人身体不能恢复至体检标准的；
（四）暂停执照期满后，考核期内连续三次考核不合格的。考核期为3个月，自暂停执照期满之日起计算。
对于应当收回执照的，由地区执照管理部门向民航总局空管局提出收回执照的报告，经民航总局空管局批准后，收回其执照。
被收回执照者再次申请执照的，应当按照岗位培训大纲重新进行岗位资格培训，其申请、考核和颁发执
