dare这个词很特殊，既有实意动词含义又有情态动词含义，这里显然是情态动词的用法，但dare做情态动词否定用法时，又与一般的情态动词不同（例如need)即dare not do sth和dare not to do sth都是正确的。

dare not to do sth.

其实两个都对.因为dare既可以做静态动态,也可以作不及物动词!

dare not do something;dare后接不带to的不定式,主要用于疑问或否定.

1 We dare not play jokes on him lest he should become angry.
我们不敢开他玩笑生怕他动气。

dare not do sth(情态动词）

2 She did not dare to bike down the abrupt slope.
她不敢骑着自行车冲下陡峭的斜坡。

not dare to do sth（实意动词）

dare not do sth是对的，没什么理由好解释，语法就是这样的
