为什么用but?

事实上两个but都不太理解。前面他的演说余音绕梁应该是好事,为什么需要安全着陆?up for debate就up for debate,为什么需要被dismiss?
谁能解释一下?
其实没有什么上下文,上下文都是不相干的,就是评论昨天的演讲。they如果不是指The policy proposals 而是指人们,就好理解了,人们的顾虑还是不能消除。只是拿出来讨论,当然没有答案,也当然没有了结,中间不需要but来转折。

我的理解,前面是说说了很多,却以一种很好的方式结束。

后面一个BUT说提议无法草草了解的意思。讨论总是要结束的嘛。 没有上下文不好说,但是我的理解是,前面一句话说讨论的很好,于是有了后面的BUT 不能这样了结。

第一个but说明奥巴马的演说并不是仅限于口头上的高调,还是比较符合实际且有民众信任,所以说安全着陆。
第二个but是说尽管The policy proposals已经提上议程,但还不有彻底的答案。
