很简单，看主语就行了。
spend的主语是人,例：I spend have a hour on doing that things.
take的主语是it,例：It takes me five minutes to get there.
cost的主语一般是物，例：That coat costs me 5 thousand yuan.

我觉得C更为恰当，因为it 是指代doing sth.
