个人见解
1。whose，whose 谁的，整句译为上个月，东南亚的部分地区遭受洪水冲击，洪水使人们饱受灾难。whose effect是他的结果的意思。
2.D it 和this不能引导定语从句，that 不能引导介词后的定语从句，故选D
