基础教育: elementary education
elementary和primary的区别：elementary 强调先后顺序按照先简后难，简单的东西必须先学，才能奠定以后学习更难的知识的基础。而primary强调的顺序不是由是否简单而决定，而是哪一个步骤为更重要。比如学习的态度先要端正，这个观点是第一位的，就用primary。
另，北美使用elementary 说education的比较多。
按顺序应该还有一个 secondary education 指中等教育

高等教育: higher education 或 post-secondary education (高中以上的教育）
