“Internet”是专有名词，前面加“the”
另外上网国外更喜欢说“surf on the Internet”（网上冲浪），说“arrange the time online”过于生硬。“make full use of”我不确定有没有这么用的，一般是“make the best use of”或者“make the most of”。
最后一点是关于你想表达的意思。“我们应当抵制不良诱惑并合理安排上网时间，从而最大限度利用因特网带来的便利。”抵制诱惑并合理上网就能导致最大限度利用便利了？这句话的因果关系过于勉强。当然，这偏题了哈，随便说说嘎~
