第一句any后应该跟复数，也不可以用is
第二句any后应该跟复数
正确的应该是
Are there any good men there?
Is there a good man there?

第一句正确， any 用在问句，名词用单数。

从语法上讲，两句都不对。
1 Is there a good man here?
2 Are there any good men here?
