He was running for a long time and he was out of breath.

He was running fou a long time and he was panting.
He was running fou a long time and he was panting for breath (air)

是把“他跑了很长时间了，累的上气不接下气”这句话翻成英语吗？

应该是：
He ran for a long time, the tired out of breath
