今年是我国改革开放30周年，无疑改革开放取得了巨大的历史成就，但是改革开放以来我国经济社会发展也出现了诸多问题，这已日益引起全社会的关注和反思。这些问题的产生在很大程度上是由于我国公共政策设计的不合理，而其关键在于我国公共政策的价值取向出现偏差，特别是对社会公平正义的忽视。本文试图以科学发展观为指导，通过对有关公共政策价值取向理论的分析梳理，对我国从新中国建立以来在计划经济时代和改革开放以来这两个主要历史时期公共政策价值取向的演变进行评述和分析，以求公平与效率这对公共政策价值取向的核心内涵在科学发展观的理论指导下实现辩证统一。

Chinese Abstract
This year marks the 30th anniversary of China's reform and opening-up, no doubt the reform and opening up has made great achievements in history, but since the reform and opening up of China's economic and social development there have been many problems, which have increasingly attracted the attention of the whole society and to reflect on. These problems largely due to the unreasonable design of our public policy, and the key lies in the values of our public policy deviation, especially on social fairness and justice ignored.
