关于at 表示原因和on表示时间“一...就...”的问题

答案是B.能猜出来是因为表示”因为听到或看到 ”的原因概念。但on
表示“一...就”，译为“一看到警察他就跑了" 不可以吗？请帮忙解释一下。谢谢！！！
