摘要：本文从分析农村经济与政策的关系入手，阐述了农村社会发展与政策之间的高度依赖关系，进而分析“三农”问题所面临的困境以及现行的主要政策选择及其潜在的风险，在此基础上，提出三个方面的政策建议，一是有必要在“三农”内部寻求政策发力点；二是针对现有政策建立起政策推动机制；三是制定总体政策蓝图，寻求根本解决“三农”问题的长期应对之道。

Abstracts:
The purpose of this research is to explore the solution to the problems facing China's agriculture, rural areas and farmers. Starting from the relationship between rural economics and policy, we(or I) explained the high inter-dependence between rural development and policy. Then we analyzed the difficulties we faced to on the problems of China's agriculture, rural areas and farmers, as well as the current primary policy and potential risks. Base on these, we brought forward the following three policy proposals: the first is to find out the impetus inside the problems concerning China's agriculture, rural areas and farmers, which is necessary to solve the problems; the second is to set up the promotion mechanism under the current policy; the last is to draw up an overall blueprint for the long-term strategies to solve the problems completely.
