为什么是had batter not to do？

肯定句是had better do sth啊，为什么否定句就变成to do了呢？

had better后面，无论肯定句还是否定句，都没有to
但其他情况也以有to,如：

Better to do well than to say well.
说得好不如做得好。

不是吧？！
否定句应该是had better not do sth

肯定句是had better do sth,否定句也是do sth,你记错了.
