解析一个there be结构的宾语从句

这里有一个句子，There is disagreement among economists about what money is and how it can be measured.翻译成汉语很简单，但结构有些麻烦。貌似是双宾语，但about后面的从句又和among economists不怎么咬弦。感觉它象同位语从句，因为如果去掉about后面的部分句子也成立，但about后面的部分又不是关于among economists的解释。说是宾语补足语更不靠谱。希望明白人指点指点。想明白再回答。谢谢

among economists是状语，这点是关键。也就是说，among economists是可以提前的，即：Among economists,there is a disagreement about what money is and how it can be measured.于是可以看出，what money is and how it can be measured就是disagreement的同位语。
