When doing background checking, they will suppose be able to pull all your related files out of their system base on your ssn, so if your resume for grads school was submitted only towards your school not regarding with your any documents for US government, they would not be able to review at their point of view. but if you signed the release document of your personal info, they have to right to ask all your school to pull your file and application for them. My question is what you are hinding for?
