用白话说就是有动作时用do/does
没动作时用is/are
例:
Does he play baseball?(他玩棒球吗?)
决不能用is/are he play baseball?
Is this a cat?(这是一只猫吗?)
决不能用do/does this a cat?

没有系动词的时候用do/does
eg:he like swiming,does not he?
有系动词的时候就用
she is beautiful,is not she?

一般疑问句中原句有动词，且为一般现在时，用do/does，当原句没有动词，也就是系表结构，或者是现在进行时 ，或者是被动语态，则需要用is/are。总的来说，实际取决于陈述句怎么用，一般疑问句就跟着怎么变
