你的流程不对，Z签证是就业签证，你最终是要拿到居留许可证嘛，我是外企的行政，熟悉办理流程。流程如下：劳动局申请就业许可证-外事办发邀请函给被邀请人-邀请人带着Z签证入境-劳动局再申请就业证（和就业许可不同）-公安局居留许可证。我的措辞绝对准确，我都按照我拿到的那些证件上写的来。
Visa Z must be applied by his employer and the procedures are as blow：
1.Apply for Alien Employment License from Labor and Social Bureau；
2.Apply for Visa Notice at foreign affairs.
3.Then with Alien Employment and Visa Notice to apply for Visa Z at consulate of the PRC.
4.Apply for Alien Employemnt at Labor and Social Bureau.
5.At last,the alien who have obtained the Employment Permit,shoud apply for Alien Residence Permit at police office.

go to Industrial and Commercial Bureau to transact employee's card
go to Laboring Bureau to transact foreigner occupation card
go to embassy to transact visa. 注意，签证是在大使馆办的。不是公安局。
