《跟单信用证统一惯例》中提到的信用证与开证行之间的问题：
“to accept and pay at maturity Drafts drawn by the Beneficiary on the Issuing bank in the event the drawee bank stipulated in the Credit does not accept Draft drawn on it,or to pay Drafts accepted but not paid by such drawee bank at maturity”
