本文首先从概述中小企业出发，在对众多专家学者大量缜密的研究进行梳理的基础上,运用数据和图形，结合我国实际情况得出我国中小企业融资难的现状，并阐述当前影响中小企业难以融资的因素。然后，在此基础上提出制约企业融资的内外因。本文第三部分综合阐述美日国家扶持中小企业的经验做法，最后，结合前面章节对中小企业融资的分析和原因探索，同时在借鉴国际经验的角度上比较系统地从政府政策支持、鼓励融资创新、提高中小企业自身素质和完善信用担保体系的角度提出解决我国中小企业融资难问题的对策。
