Some progress has been made since the implementation of the self-declaration system of individual income tax. However, under current situation, there will be some inevitable problems, which will hardly be solved in a short term, in the implementation of the self-declaration system. Therefore, it is necessary to analyze these problems and take active measures accordingly, to further enhance the scheme, the approaches, and the needed social environmental conditions for the self-declaration system. Some approaches, i.e. the mixed tax system of partition-combination taxation, the household declaration system, and the improved regulation and stimulation system, etc. are recommended to urge the taxpayers to perform standardized declaration and tax payment in accordance with law.
