应该是what，这样才能构成动宾关系，do what.

如果是how 应该是how to do it

the firemen know WHAT to do.
the firemen know HOW to do it.只有 这种搭配，所以填一个的话 就填 what

应该用What to do“怎样做”，what 做do的宾语，即do what。 How表示做的方式 ，怎样做这件事，所以如果用how，就应该是:How to do it .(做know的从句)两种说法都对。
