本文在历史唯物主义的指导下，着重史料分析，力求论从史出，对太平天国税关与海关做整体研究。正文分为三个部分。首先分析了太平天国税关与海关设立的背景。其次，对太平天国税关与海关的机构设置做出更为清晰的梳理和考订，对太平天国税关与海关的功能做详细分析。并从关税理论角度，对太平天国税关与海关的税制、税则、税率等问题做进一步研究。最后，探讨太平天国税关与海关的特点、存在问题及意义。结论部分，对正文所述作宏观的概括和集中的讨论，主要分析太平天国税关与海关的进步性与局限性。
