示范小学项目说明书
中国伊斯兰教协会：
布嘎村位于昭阳区东南方向，距城区24千米。全村辖18个村民小组，总人口8569人，其中穆斯林民众6941人，占总人口的81%，属典型的穆斯林民族聚居地。劳动者文化素质低，文盲、半文盲人口比例大，适龄儿童入学率91.4%。由于人均耕地少，生产落后，尚有17%的人口未解决温饱。
一、项目建设的必要性：
布嘎回族乡示范学校始建于 1956年，占地21.5亩，适龄儿童1641人，在校生1401人，23个教学班，有教职工38人。建有简易教室二幢、教学综合楼一幢，建筑面积2983平方米。目前，尚有12个班级在简易教室里进行教学，简易教室已超过了安全使用期，拆除二幢简易教室，新建一幢教学楼迫在眉睫。
二、项目规划
计划新建教学楼 1834.43平方米，投资201.79万元（含水电）；计划新建300米环形跑道及少年足球场1个，投资 62万元。上述两项工程计划总投资263.79万元，由于地方财政紧张，要完成项目投资十分困难，特申请伊斯兰发展银行援助资金201.79万元，其余资金由区、乡两级政府配套解决。
三、建成效益分析
实施布嘎回族乡示范小学教学楼及运动场地建设项目，将极大地改善师生工作、生活、学习环境。全村适龄儿童入学率提高到98%以上，在校生辍学率将控制在1%以内；有利于穆斯林文化的传播，提高穆斯林民众的生活质量和综合素质，缓解和消除贫困，为穆斯林民众掌握更多的生产技能和文化知识，增强穆斯林民众的可持续发展能力奠定坚实的基础，项目切实可行。
