在新形势的经济现状发展条件下虽然我国的农民收入逐年提高，但还是偏低而且城乡的人均收入还是在不段扩大。

Although the Chinese farmers' incomes are gradualy increasing year by year under the new economic developing conditions with the new tendency, they're still relatively low and the gap between urban and rual avarage income is still being enlarged.

这是因为我国农民长期的发展遇到的农民基本素质和教育水平偏低，农产品价格偏低，严重的农村剩余靠动力转移问题，以及农民负担过重几方面的困难所影响的。

That's because of the problems such as the basic quality and education level of the farmers are relatively low, the price of agricultural products are relatively low, the transfer of rural surplus labors, and serious burdens of famers.

应该结合新政策开展文化下乡，提高农民各方面素质，调整农产品结构，增加农民就业机会，减轻农民负担，加强农业基础设施建设来维护农民利益和权利以避免增产不增收等现象来提高农民收入，建立可持续发展的农业体系，发展社会主义新农村。

Combined with the new prolicy we should bring culture to the
