当前，我国社会经济快速发展，区域开发、产业发展和资源开发利用等土地利用活动造成的环境影响越来越突出。土地规划利用的实施，区域范围内土地利用方式、结构和布局的调整变化，改变了土地资源的原始状态，对环境造成直接或间接、有力或有害的影响。土地规划利用对环境影响评价的研究已迫在眉睫。
本文通过对资料的分析研究，寻求土地规划利用与对环境影响评价的基本流程、评价方法和指标体系，构建了土地利用规划对环境影响的评价模型。文中分析了我国土地利用现状及存在的环境问题，提出在土地利用规划中引入环评，并以北川县为例对该地区的土地规划利用对区域环境影响进行评价。通过层次分析法的计算，发现CI值在0.10左右，说明北川县的生态规划良好，但其建设对生态保护区的影响仍需考察。本文的结论，引入环境影响评价体系是土地利用总体规划的必然之路，而这一体系的建立和完善还需要不断的研究和实践。
