摘要
贸易保护是随着国际贸易的产生而出现的，贸易保护主义是国际贸易发展的必然结果,只要有国际贸易，各国为保护本国的市场和相关产业，就必然有贸易保护存在。而传统的贸易保护措施，如关税、配额、许可证等，由于受到WTO规则的约束，其作用大为削弱。以公平贸易和人类健康、生态环境保护、消费者权益保护面目而出现的贸易保护措施被世界各国特别是发达国家在贸易保护中的频繁使用，成为新时期贸易保护主义的主要手段。新贸易保护主义的始作俑者主要是发达国家，矛头主要对准发展中国家。当前全球都面临金融危机大潮的冲击，发达国家为了转嫁危机，挽救本国经济，必然会更加肆无忌惮的运用新贸易保护主义来保护本国的相关产业。从欧盟和阿根廷的反倾销调查，到奥巴马政府的“买美国货”条款，再到印度的绿色壁垒，贸易保护主义的魅影又一次笼罩着衰退中的全球经济。世界范围类的新贸易保护政策的大肆使用必然会给我国的出口产业带来巨大的创伤。因此如何应对新易保护主义下的国际贸易、如何维持企业的全球市场是当前每个企业都应思考的问题。同时作为拉动国民经济“三驾马车”之一的出口必然也会受此政策的影响。如何应对也是每个人都应该思考的问题。贸易保护主义表现出更多的新的特点，也引起了国内外众多专家的关注,并提出了不同的应对方法。本文对各个观点进行梳理，研究新贸易保护主义的形式、特点、影响，以及面对保护主义所产生的新特点我国企业该采取怎样的对策。
