第一句改成：The new factory will have been completed construction by the time next year.
因为这句用的是被动语态，所以应该用will have been done的形式~
从句法的角度讲，第二句是没有错误的，不过如果是翻译题的话，这句话用被动语态会更加好一些，因为句子中主要强调的是新工厂完工。
