水运拥有其独特的优势，成本低，能耗小，运价廉，运量大，这就成为了吸引市场的最根本原因。港口是国民经济的重要基础设施，港口是货物转运中心和工业生产基地并且港口处于陆运和水运两大运输系统的结合点上。因此港口通过能力提高关系到水运水运事业发展的重要基本。跨入二十一世纪，经济全球化步伐加快，国际竞争日益激烈，我国面临着全球产业调整、承接产业转移的发展机遇，进入了全面建设小康社会、加快推进现代化的新的发展阶段。
近年来，内河航道、港口设施建设取得了显著成绩，内河水运货运量持续增长，运输船舶大型化、标准化趋势明显，水运市场日趋活跃，内河水运进入了快速发展的较好时期。内河水运的服务腹地有了较大的延伸和扩展，服务质量明显提高，为流域经济社会的持续、快速发展发挥了重要作用。
水运事业的发展是与港口基础建设的完善和航道条件的日趋成熟是分不开的。
如何完善港口基础建设则是本文要讨论以及解决的问题。只有更进一步的解决港口基础建设之后，才能加大水运的快速向前发展，体现出水运在国民经济中的重要地位。

The water transportation has its unique superiority, the cost
