在这里population表示群体 10分之一的人口
population表群体 是可数的 但是不加s
所以是 one tenth of population are farmer
eg: Five percent of Iran's population are university students.
Half the population are interested in researching their past.

population是人口，人口是复数的不可能是单数，所以十分之一的人口也是复数，所以用are

Population是集合名词,本身就是复数
