政府采购电子化是伴随着政府采购制度、电子政务、电子商务等的发展而逐步出现并快速发展的一项新的工作制度和工作方式，近年来已经成为世界性的发展趋势，而我国的电子化政府采购还处于刚刚起步的阶段。本文在阐述政府采购的基本概念的基础上，通过对我国政府采购的发展现状的分析，总结了目前政府采购行为中存在的某些问题，提出了电子化政府采购的明显优势，比较国外电子化政府采购，提出我国电子化政府采购存在的主要问题记住要原因分析。最后根据我国的采购现状拟提出一套电子化政府采购的运营模式。

Electronic Government Procurement is a gradually appearing and rapidly developing new working way and system following the development of governmental purchasing system, e-government, e-business etc. It has become a development trend in worldwide, while that of our country is sill in an elementary stage.

It summarizes some problems in government procurement of our country and puts forward obvious advantages of electronic government procurement through analysing status of our country. It also makes a comparison between electronic government procurement abroad and at home and points out main problems of our government procurement and their main causes. In the end, it makes a planning electronic government procurement business model according to status of our country.
