这句话的语法有错吗？

应该说基本上没有语法错误……
这句话的意思是“为了乘载这么多乘客所预计需要的新型地铁数量并没有预计需要的接送巴士那么多”(也就是说，为了运送这些人数的乘客，要新增加地铁或者接送巴士，而地铁运力比巴士大，所以需要的地铁数量就比需要的巴士数量少)

首先，要清楚这里projection的意思是“预计的数量”(英文解释为an estimate of a future amount)，
主语是“the projections of new subway that can take the number of passengers”：为了乘载这么多乘客所预计需要的新型地铁数量
接着是 "is not as many as" :不像……那么多
最后，比较的对像是"that of shuttle buses", that这里指代projection，比较对像的完整形式是"the projection of shuttle buses that can take the number of passengers".

之所以说基本上没有语法错误，是指比较双方是对等的，大问题是没有的。
但是在单复数上有些小错误。
最好的说法应该是：
The projection of new subways that can take the number of passengers is not as many as that of shuttle buses.

The passengers' expected quantity of the new subway's carrying is not the same with the buses'.
