改革开放以来，我国经济保持了长期高速的增长态势，1978年至今，GDP年均增长率近10%。但是近年来，就业形势却越来越严峻，我国出现了经济高速增长与城镇登记失业率上升并存的高增长低就业现象，这不仅有悖一般经济规律，也让各级政府十分困扰。高增长低就业在一定程度上已成为我国当前宏观经济运行中的主要的、突出的问题。面对高增长低就业的经济形势，研究经济增长与就业的关系具有理论意义和现实意义。因此，经济增长和就业的关系既是当前的研究重点也是研究难点。为了说明我国经济增长与就业之间的协调关系，本文主要分五部分内容进行分析和论证。本文在国内外研究经济增长和就业关系的相关文献理论的基础上，通过分析我国经济发展中经济增长和就业的特点和现状，并结合1978—2008年经济数据和理论模型对我国经济增长和就业之间的协调关系进行分析验证，从而对我国经济发展中经济增长和就业之间非一致性发展的具体原因进行分析探讨，并针对我国国情提出了五项政策建议。
