呵呵这两个不属于一个语法范畴，the teacher wants to konw…… why didn't Tom come to school today是一个宾于从句，从句正常语序，问句就是问句，陈述句就是陈述句语序。而I think…… Tom can't ……是典型的语法错误，只能用I don't think tom can，这一类语法叫做宾语从句的否定前置，之所以否定词在前完全取决于think这个动词，类似的动词还有consider等用于主断判断的词
