两者不同的
前面have修饰的是the best films ,后面我说的这句修饰的是film .

前句意思为, 这是那些今年被放过的电影中最好的一部之一.
后面那句为 这是今年被放过的电影

that后面的从句是用来修饰films的，films是复数形式，所以用have。
如果想用has的话，需要把one of the best films改为the best film。
