不用加is的
consider已经是动词了 加了is就变成两个动词了
类似的还有
regard sb as
think sb as
treat sb as
etc

加is

可以加as,也可以省略as
不可以加is

People considered Van Gogh （to be）a failure
原句用的是consider。。 （to be）=adj、n的用法
