一道GMAT改错题

A huge flying reptile that died out with the dinosaurs some 65 million years ago, the Quetzalcoatlus had a wingspan of 36 feet, believed to be the largest flying creature the world has ever seen.
答案说believed to be 不对。

首先，这里： ，+过去分词优先做主句谓语的伴随状语，这个伴随的动作性是被动，也就是主语被动被belived to be,是OK的
但是过去分词作伴随状语还有时间性，其时间是在主句谓语动词的时间之前。
但是从句意来看，这个时间上的差距，是明显不存在的。

其次，过去分词可以就近修饰做定语，那么，这里就产生了歧义，修饰feet,明显不对。

所以，这句话用过去分词表主句谓语的伴随，不仅在句子时间性上出现错误，而且引起修饰歧义。不是好的选择。

应该是 is believed to be 吧？ 主语是a huge flying reptile
如果跟上面一样没有is的话 本句就缺少谓语动词了
