你要真想这么翻，如果只是给咱们中国人看，那问题还不大，要是想向世界推广，那就好笑了。这种“4个什么”的说法太中国特色了，直译不好听也不好理解，像这种省略式的中文，翻成英语最好是意译。我举个知名的例子，咱们国家的“三农问题”知道吧，官方英语是这么表达的：issues concerning agriculture,countryside and farmers 而不是什么 problems of three agricultures。另一个更有名，“四项基本原则”：the Four Cardinal Principles of adherence to the socialist road,the people's democratic dictatorship,the leadership of the Communist Party of China,and Marxism-Leninism and Mao Zedong Thought 。所以说呢，你要想把“4个开”翻出来，先要把它代表的具体意思找出来，再进行总结和提炼。
