North Carolina State U (listed as tier 1, which I think is probably too high) is better known than U of Alabama - Birmingham (listed as tier 3) but it's much more expensive to attend (tuition US$17000 is almost double of that from Alabama - Birmingham) If you could afford to go to NC State, that may be a better choice for you. Not just because its academics, but also its geography. Alabama is located in what Americans call "Deep South" which is a region in USA that traditionally has a lot of racial prejudices. You may not be affected as much since you are Chinese, but still something to keep in mind.
