CIL 是 ECMA/ISO 的一个国际标准，那版权是谁的呢？是不是微软一家说了算？
CIL是Microsoft提交的标准，我找到了它给ECMA的专利申明,不过愣是没看懂，希望有达人帮忙解释下。
正文：Dear Dr.Sebesyen,
This letter is to inform you that for ECMA Standard 335 4th Edition, Microsoft Corporation will grant, on a non-discriminatory basis, to any party requesting it, licenses on commercially resonable terms and onditions, for its patent(s), if any, deemed to be necessary for the implementation of the Ecma Standard.
This declaration remains valid only as long as the corresponding Ecma Standard remains valid.
We trust that this declaration complies with the Ecma Code of Conduct in Patent Matters related to standardized systems.
