答案是C 我想问一下为什么不选D to do 有要做某事的意思，题的最后the next year 有将来的意思.

they would to see 整句都是that引导的状语从句,你可以忽略,而plan是被执行,因此应该用carried,整句可以这样来看:The managers discussed the plan(that they would like to see)carried out the next year.

经理谈论了他们会想要明年太看______ 的计划。A.carry 在B.carrying 之外在C.carried 之外在D.to 之外执行
